Why does minorities still remain a target (stero-typed) to law enforcement?

I expect a 25 page research paper of true academic quality as the end product. This length DOES NOT include a reference page/pages which I expect will be attached at the end of the actual research paper. I do not care which format students select for their paper: use whichever method is most comfortable for you. Just be uniform in your method of citing references and resources. . Most students will understandably use the internet.
